Fifty-five young girls have already been charged with sexual assault in North Carolina following a grand jury recommendation of criminal charges for two of the alleged victims.

Investigators say they've determined that, with the help of a team of attorneys and a forensic psychologist, they've taken a "fair number" of these cases to trial.

Some of the cases have come down to whether the accuser knew she was being blamed for not reporting it; others have involved false or misleading statements and the victim's testimony that she was a stranger.

As a result of the grand jury's investigation and efforts of local, state and federal officials, the alleged victims have been charged in 14 cases in which they claimed that sexual contact with one another resulted in sexual violence.

In that 18-month period between Oct. 20 and Dec. 31, nine individuals were charged with one felony and 15 others were charged with one misdemeanor. (RELATED: Prosecutors: 1 Man Is Charged With Sexual Assault Against 2 Girls)

"The impact of this is enormous," said the grand jury chairman, Richard Corcoran, speaking at a news conference in Durham on Monday.

North Carolina has among the highest rates of sexual assault in the nation.

While victims typically describe sexual violence as the result of "nonconsensual contact," in most cases the offender takes their clothing off in order to molest them.

The U.S. Department of Justice says there has been a sharp increase in the number of sexual assaults reported to authorities as a result of the sexual misconduct statute, according to the Associated Press.

Of the 534 sex crimes in 2012 in the U.S., about 38 percent occurred when the victim was 17 to 18 years old, according to a report by the Violence Policy Center, the Washington, D.C.-based research group.

Hopes of ecological recovery from coal mine collapse and explosion at Lake Mead were dashed on Aug. 27, 2012, when eight mines collapsed at Lake Mead, and one, known as the "Big One," exploded. The explosion sent dozens of thousands of cubic feet of contaminated water into the river and into drinking water supplies throughout Southern California.

"It is now clear that there is nothing to salvage from the Big One disaster," the State Water Project said. "The only people with all of the answers are the citizens of Southern California and other places downstream."

The agency also noted that "environmental consequences may result from increased water surface runoff and greater flow of wastewater from the Big One," where the mines are located. A spill from the Big One that exceeded 300,000 gallons of potable water produced a "potentially major release of hazardous waste water," according to the agency.

Although the agency said the environmental effects may have been mitigated by taking more proactive steps, it noted that it remains concerned about the possibility of increased water quality in California's streams, rivers and groundwater.

"The question is what can we do now to mitigate the risks," the agency said. "One hope is to make sure our drinking water stays safe, at least until the mine-related costs have passed."

It added that a lack of funding for clean-up and remediation could have "unprecedented environmental consequences," including "substantial increases in human health and animal health, serious disruption of crop and livestock production, and water and air pollution."

Meanwhile, more than 200,000 residents were without clean drinking water in Southern California from Aug. 24 through Aug. 27 due to a state health emergency that began at 8 a.m. Pacific time during the Big One, the agency said.

For months after the Big One, officials said they had no idea about contamination of the water supply, and some residents were uncertain whether their wells had been tested for potential contamination. In February, however, tests at the state's largest utility, Santa Rita Electric, confirmed high levels of arsenic in residents' drinking water, while in August testing at the same plant confirmed high levels of lead, zinc and copper in the drinking water of residents living across three miles of the mine-affected area. The tests, conducted by independent scientists and conducted in April and May, came as state health officials considered whether the mine disaster was a public health emergency — a category which will require action from California's legislature.
